Permanent 5 members of the UN Security Council (US, Russia, China, UK, France) make up for only a quarter of the world’s population. You can’t expect 26% of the world’s representatives to make decisions for 100% of the world population.
Close to 2/3rds of the world’s GDP used to be Permanent 5 members. Today that is down to 50%.

2. New powers are emerging
The world today is dramatically different from the world in 1945 (UN constitution year). The strong powers of yesterday are no longer at the helm. UK, Russia, and France (current permanent members) are all outside of the top 5 ranking for both GDP and population.
